盛政明于1987年于合肥工业大学应用物理系,1990年毕业于中科院等离子体物理研究所,1993年毕业于中国科学院上海光学精密机械研究所,获理学博士学位。从1995-2001年先后在德国马普量子光学研究所和日本大阪大学激光核聚变研究所从事科研工作。2000年入选中国科学院“百人计划”国外引进人才,加入中科院物理研究所,先后任特聘研究员、研究员。2007年起任上海交通大学物理与天文学院特聘教授。
在过去30多年,盛政明一直从事激光等离子体物理及其应用有关的理论和数值模拟研究,其中涉及高能粒子加速机制(新型粒子加速器)、新型辐射源产生机制、高能量密度物理、激光核聚变物理、实验室天体物理等课题。他主持承担了中科院百人计划项目、科技部973计划项目课题、国家重大专项重点项目、中科院先导专项A类项目理论项目、国家自然科学基金委杰出基金项目、基金委重点项目等。发表学术论文400余篇(包括50多篇发表在 Phys. Rev. Lett., Proc. Nat. Acad. Sci. , Science Advances, Nature Communications, Nature Photonics, Light: Sci. & Appl.),论文总引用11000余次;在国际学术会议作邀请报告60多次;授权中国发明专利9项。他曾经是欧洲超强激光设施(ELI)的国际科学顾问委员、国际超强激光委员会(ICUIL)委员、欧洲先进加速器委员会委员、亚太物理学会等离子体分会副主席、多个国际国内学术刊物编委、国内多个重点实验室的学术委员会成员。他曾入选中科院“百人计划”(2000)、教育部“长江学者奖励计划”(2008)、荣获国家自然科学基金委杰出青年基金(2004)、国家自然科学二等奖(2006)、中国科学院杰出科技成就奖(2007)、中国物理学会饶毓泰物理奖(2007)、全球华人物理与天文学会(OCPA)“亚洲成就奖”(Robert T. Poe Prize)(2017)、上海市自然科学一等奖(2018)、香港求是科技基金会杰出科技成就集体奖(2018),并入选为美国物理学会会士、英国物理学会会士。培养研究生40多名,其中有8人获得蔡诗东等离子体物理博士论文奖,2人获得全球华人物理与天文学会博士论文奖。
